Third Phase of Pension Document Processing Begins for Four Ministries

Following the completion of the first and second phases of pension disbursement, the Ministry of Finance has now announced the start of the third phase, which involves processing the documents of retirees from four specific ministries.
According to the ministry’s statement, the third phase began on the 5th Aqrab (solar calendar) and will continue until the 25th Aqrab, after completion of the necessary legal procedures.
The ministry outlined that in this stage, documents belonging to retirees from the following four ministries will be processed:

Ministry of Borders and Tribal Affairs

Ministry of Rural Rehabilitation and Development
-
Ministry of Hajj and Religious Affairs
-
Generals from the Ministry of Defense
Habibullah, one of the retirees, stated: “All of us are elderly and face numerous challenges. No one offers jobs to my children at home or elsewhere, and I myself am not receiving my pension.”
The Ministry of Finance emphasized that after the conclusion of this third phase, the schedule for disbursing pensions to retirees from other departments will also be announced.
Hayatullah, another retiree, said: “The court has completed all the necessary work. We were given our documents, which I submitted. They told us the money would be transferred to us, but it hasn’t happened yet.”
Each day, retirees with weary and anxious faces gather at the Pension Fund Office, complaining about delays in the disbursement of their pensions.
Some retirees noted that despite the launch of the third phase, certain individuals who were supposed to receive their pensions in the first and second phases have yet to be paid.
Ali Mohammad, a retiree, said: “They claim we already received our pensions for four years, which they calculate as 400,000 Afghanis. Now they say that if they recalculate all our years, we are only entitled to 300,000 Afghanis and thus owe them 100,000.”
Ghulam Farooq, another retiree, said: “Today they posted the list: Category One, Two, and now Three. But not a single Afghani has been paid to anyone from Category One.”
It is worth noting that on 2nd Sunbula, the Ministry of Finance had announced the initiation of pension payments for both civilian and military retirees.
The ministry stated that, to facilitate the process for retirees, payments would be made through a joint working center at the General Directorate of Pensions, in cooperation with the Special Court and relevant authorities.
However, to date, the Ministry of Finance has not published any statistics on the number of retirees who have received their pensions during the previous two phases.
