Kabul Residents Complain About Delays in Receiving Expropriation Payments

While work on several development projects is underway in Kabul, a number of residents of the capital say that although they welcome the launch of development and construction projects across the country, they are unhappy about delays in receiving compensation for their expropriated properties.
They say that although the start of these projects is a positive step toward reconstruction and employment, delays in the payment for expropriated land have created financial difficulties for property owners.
Zabiullah, a Kabul resident, said: “The houses that were affected by the road construction, I ask the Islamic Emirate to resolve our problem as well, because so far, the payments for the land of the demolished houses have not been given to us.”
Waheed, another Kabul resident, said: “People were previously unemployed, but these road construction projects have provided job opportunities, especially for the residents of Kabul, and all these are domestic infrastructure projects.”
Fawad, also a resident of Kabul, said: “Before the road construction, the routes were blocked, but now there is much more convenience, and people can easily travel through the roads.”
Meanwhile, Kabul Municipality says that the process of expropriating houses for road construction is proceeding in accordance with the law, and so far, more than 3.5 billion Afghanis have been paid in this regard.
The municipality has called on residents to contact the office before beginning any construction work so that potential problems during expropriation can be avoided.
Nematullah Barkzai, a representative of Kabul Municipality, said: “If the land belongs to the government, only the loss or damage to the buildings can be compensated in accordance with the rules. Also, anyone who owns land in Kabul and intends to build can visit Kabul Municipality and complete the legal procedures for construction according to the existing guidelines and regulations.”
Some economic experts believe that the proper implementation of expropriation projects not only ensures better execution of development programs but also strengthens trust between the government and the people.
