Zabihullah Mujahid, spokesperson for the Islamic Emirate of Afghanistan, has confirmed that the Doha negotiations concluded with the mediation of Qatar and Turkey, culminating in the signing of an official agreement.
According to Mr. Mujahid, both parties have committed in the agreement to respect each other’s sovereignty, refrain from hostile actions, and prevent the use of their soil by militant groups.
Hamdullah Fitrat, Deputy Spokesperson of the Islamic Emirate of Afghanistan, stated: “Based on the bilateral agreement, both sides reaffirmed their commitment to peace, mutual respect, and good neighborly relations. Both parties agreed to resolve issues through dialogue. They reached a consensus on a complete and meaningful ceasefire.”
The Qatari Ministry of Foreign Affairs, one of the mediators of the agreement, announced in a statement that the two sides agreed to establish mechanisms to pave the way for permanent peace and stability.
According to this statement, follow-up meetings at the technical level will be held in the coming days to ensure effective monitoring and implementation of the agreement.
The Qatari Foreign Ministry also stated: “A round of negotiations between the Islamic Republic of Pakistan and Afghanistan was held in Doha, mediated by the State of Qatar and the Republic of Türkiye. During the negotiations, the two sides agreed to an immediate ceasefire and the establishment of mechanisms to consolidate lasting peace and stability between the two countries. The two parties also agreed to hold follow-up meetings in the coming days to ensure the sustainability of the ceasefire and verify its implementation in a reliable and sustainable manner, thus contributing to achieving security and stability in both countries.”
Moin Gul Samkani, a political analyst, remarked: “Doha, which has played a central role in resolving Afghan conflicts over the past twenty years, once again helped resolve issues between Afghanistan and Pakistan, particularly following Pakistan’s violation of Afghan territory.”
Turkey’s Ministry of Foreign Affairs also welcomed the ceasefire agreement between Afghanistan and Pakistan in a statement, noting that Ankara played an active role during the peace talks between the two nations to establish a mechanism for ensuring peace and stability.
Meanwhile, Khawaja Muhammad Asif, Pakistan’s Defense Minister, wrote on platform X that the next meeting will be held on October 25 in Istanbul and will focus on mechanisms for security cooperation and stability along the Hypothetical Durand Line.
Khawaja Muhammad Asif stated: “The two neighboring countries will respect each other’s territories. The next meeting will take place on October 25 in Istanbul and will include in-depth discussions. We sincerely thank our brotherly countries Qatar and Turkey for their support.”
Aziz Stanekzai, a political analyst, told TOLOnews: “Afghanistan’s strength lies in the fact that, unlike in the past when our leaders would travel to Pakistan asking them not to interfere in our affairs, now Afghans are first united among themselves, and second, Pakistan itself has reached out to Saudi Arabia and Qatar to negotiate with Afghans and the Afghan army.”
Enayatullah Hammam, another political analyst, said: “Dialogue, by nature, is the only way to resolve interstate issues, and these problems do not have a deep-rooted historical background.”
This comes as, just yesterday, Mawlawi Mohammad Yaqoob Mujahid, Minister of Defense, and Ahmadullah Wasiq, Director General of Intelligence for the Islamic Emirate of Afghanistan, traveled to Doha, Qatar to hold talks with Khawaja Asif and Asim Munir.
