Russian Investors Eye Afghanistan’s Energy, Water, and Mining Sectors

As interest from foreign countries in Afghanistan’s energy sector continues to grow, a number of Russian investors, during a meeting with Mullah Abdul Ghani Baradar, Economic Deputy of the Prime Minister of the Islamic Emirate of Afghanistan, announced their readiness to invest in several key areas.

These include oil exploration and extraction, copper and chromite mining, water management, electricity production, and the manufacturing of technical machinery.

The investors also stated that, to facilitate coordination with relevant government agencies, they plan to open a representative office in Kabul.

Hamidullah Fitrat, Deputy Spokesperson of the Islamic Emirate, said: “The Economic Deputy of the Prime Minister welcomed the interest of Russian companies in investing across various sectors and assured them of full cooperation.”

At the same time, the investors met with officials from the Ministry of Energy and Water and expressed their interest in Afghanistan’s infrastructure projects.

They specifically identified water transfer, dam construction, and power generation as key priorities, highlighting the Panjshir-to-Kabul water transfer project as a vital initiative in which they are keen to participate.

Matiullah Abid, spokesperson for the Ministry of Energy and Water, said: “The Russian delegation described the Panjshir–Kabul water transfer project as one of the most critical and strategic projects and expressed serious interest in taking part in its implementation.”

Economic analysts say that foreign investment in energy, water, and mining sectors can not only provide reliable access to electricity and water, but also boost job creation, infrastructure development, and private sector investment in Afghanistan.

Mir Shakir Yaqoubi, an economic expert, said: “If we can attract more energy projects in Afghanistan, it will reduce our dependence on electricity imports and could lead to economic savings in the power sector—provided we can secure the confidence of major international companies.”

Meanwhile, Abdul Latif Mansoor, Minister of Energy and Water of the Islamic Emirate of Afghanistan, met with Gul Hassan Hassan, the Emirate’s Ambassador to Moscow, during his official trip to Russia.

The Ministry of Energy and Water announced that during the meeting, both sides discussed strengthening bilateral cooperation, expanding relations based on mutual respect, and enhancing communication between Kabul and Moscow.
